I am discussing this event not to promote hyper-vigilance but to remind us that there are some so morally depraved, they are willing to murder innocent people.

I can think of no practical tactical lesson here. Should all convenience stores install bullet-resistant windows? Why not remove monsters like this from society instead? The killer was identified by the police. I suspect they have had prior dealings with him. Could more severe penalties have saved the victim? We will see when the facts come out. Until then be ready to deal with evil people like this killer if necessary.
